What Colorado now requires

Under HB25-1328, every Colorado direct care employer has three duties.

  • In force since July 1, 2026 Give every direct care worker the state's Direct Care Worker Notice of Rights, and build it into onboarding for every new hire. HCPF Operational Memo 26-048
  • Deadline: October 1, 2026 Every direct care worker must complete the state's Know Your Rights training, run by the Colorado Department of Labor and Employment (CDLE). The employer must make sure it happened - for every worker. HCPF Operational Memo 26-048
  • After October 1, 2026 Every new direct care worker must complete the training or give you an existing certificate of completion. That certificate is your proof. HCPF Operational Memo 26-048

The fine is $100 for each worker affected by each violation, doubled for a repeat within five years. A good-faith first violation is fine-free. HB25-1328, C.R.S. § 8-7.5-109
